DeLisa Hamilton's Rewarding Career With TDLR

The Texas Department of Licensing and Regulation (TDLR) has deep roots here in Texas, stretching all the way back to 1909 with the creation of the  Texas Bureau of Labor Statistics. After a name change in 1973 to the Texas Department of Labor and Standards, the Commissioner was served by six advisory bodies, covering regulations for industries like mobile homes, air conditioning and refrigeration, building codes, and more. In 1989, the agency was changed to the Texas Department of Licensing and Regulation, and is governed by the Commission of Licensing and Regulation. TDLR currently oversees 38 statewide licensing programs. 

texas_department_licensing_regulationDeLisa Hamilton is no stranger to law and order and regulations thanks to a background in law enforcement. She currently serves as a Section Manager for the Building Safety Section at TDLR and she truly loves her work.

DeLisa, tell us a little about your job and why you enjoy it.

As the Section Manager of the Building Safety Section, I oversee and manage four (4) programs which include Boilers, Elimination of Architectural Barriers, Elevators, and Industrialized Housing and Buildings. Our primary focus is on regulating, monitoring, and enforcing safety protocols to protect the well-being and safety of all Texans. I lead a team of subject matter experts (SME) and administrative staff.  I continuously assess and improve the processes within my section to ensure efficiency, effectiveness, and compliance.

I absolutely love my job because it gives me the opportunity to make a tangible difference in public safety and compliance, which is incredibly rewarding. Leading a dedicated team and working together to solve complex challenges allows me to contribute to the well-being of the community. My agency places a strong emphasis on providing exceptional customer service, and I take pride in our commitment to helping constituents navigate regulations with ease. We strive to be responsive, clear, and supportive in all our interactions, ensuring that those we serve feel valued and understood.

I'm most proud of the impact our work has on public safety and well-being. Every day, our team ensures that the regulations we enforce are not just rules on paper but real safeguards that protect people in their daily lives. Knowing that the work we do directly contributes to safer buildings, more reliable services, and overall public confidence is incredibly fulfilling. It’s a privilege to be part of an agency that values integrity, customer service, and making a tangible difference in the community.

Was there ever an A-HA moment, where you really knew that you had chosen the right place to work?

Yes, I knew I had made the right decision when I went in for the interview in 2007. Before the interview began, the panel had come back from lunch and was just joking with each other. I could feel the warmth, respect, and camaraderie; I knew I was in the right place. Once I started, I was able to see firsthand how committed everyone was in upholding the mission of TDLR and providing exceptional service to the public. I knew this was where I belonged.

Are there any misconceptions about your job or your agency that you'd like to clear up?

A common misconception about my job is that regulatory work is solely about enforcing rules without considering the real-world impact. My role as a Section Manager in a regulatory agency involves balancing the need for compliance with a deep understanding of the challenges and needs of the industries we regulate. We don't just enforce rules; we work collaboratively with businesses and stakeholders to ensure that regulations are clear, fair, and ultimately beneficial to public safety. Our ultimate goal is to protect the public while also supporting industry growth and innovation.

Last, can you share your thoughts on TPEA and the importance of membership?

I joined TPEA because I believe in advocating for the rights and benefits of state employees. It's an organization that truly understands the unique challenges we face and works tirelessly to ensure that our voices are heard, particularly when it comes to issues like compensation and pension security.

DeLisa, you were recently elected to the TPEA Board of Directors, with your term starting September 1, 2024. What does serving on the board mean to you?

Serving on the Board of Directors is going to give me the opportunity to contribute to TPEA's efforts on a broader scale. It's been incredibly rewarding to be part of an organization that not only supports its members but also actively works to improve the working conditions and benefits for all state employees. My involvement with TPEA allows me to make a difference beyond my day-to-day job, and I'm proud to be part of such a dedicated and impactful group.
