Legislative Session Requests: Supporting State Employees & Retirees
Last week, TPEA sent out a welcome letter and stopped at each Legislative office at the Capitol to share TPEA's 89th Legislative Session requests on behalf of all state employees and retirees. Starting with Texas ERS retirees as they are facing a financial crisis after nearly 25 years without a pension increase. It's time for a change. Keep reading.
The Urgent Need for Pension Increases
Although we're thankful for the recent statutory cost-of-living adjustment (COLA), due to certain criteria, less than 30% of retirees received an average of $55 per month. ERS retirees have not seen an increase in their pensions for over 20 years. This long-standing stagnation has placed many retirees in precarious financial situations, especially in light of the rising cost of living.
The Texas Public Employees Association (TPEA) is advocating for a meaningful pension increase to help these retirees live with dignity and financial security. Their dedicated service to the state of Texas has been instrumental in making it a great place to live and work, and it's time their sacrifices are honored with a much-needed pension boost.
Addressing High Turnover Rates Among State Workers
While there has been a slight decrease in state worker turnover rates, they remain alarmingly high. High turnover not only disrupts the continuity and efficiency of state services but also incurs significant costs related to hiring and training new employees.
TPEA is proposing a modest pay increase and the introduction of retention bonuses. These measures are essential to retain a skilled and experienced workforce, ensuring that the state's operations run smoothly and effectively.
The Impact of Inflation on Retirees and State Workers

Enhancing Healthcare Benefits for ERS Members
The escalating costs of healthcare are a major concern for ERS members. Despite efforts in cost containment and competitive bidding, the overall healthcare expenses are threatening to deplete the health plan reserve fund, potentially leading to benefit cuts.
TPEA appreciates the additional funds allocated for the ERS healthcare plan in the Appropriations Bill. This support is vital to maintain the quality of healthcare benefits without resorting to cuts. Ensuring that retirees and employees have access to comprehensive healthcare is a top priority.
